Does Health Care have a system of Intimidation and Reprisals?

I suggest that this is a case of some what legal enforced threats of lawsuits and otherwise officious ego driven rage driven hospital staff and physicians in many cases. 

Breif example:
A case of a nurse fired and with threats to revoke her license for ordering a palliative care and hospice referral for an end state liver cancer patient.
